First decide whether you need a diagnosis or ongoing work

Why the same package is not sensible for every site

The report should separate activity from outcome. Rankings, impressions, calls and enquiries are outcomes influenced by competition, demand, the offer and search-engine systems. Page improvements, technical fixes and publishing are activities the provider can control. Keeping those categories separate makes honest review possible.
Ask how priorities are chosen. If every month arrives with the same generic checklist, the service is not responding to what the data or business actually needs.
Be suspicious of guaranteed rankings and secret methods
Search engines decide their results, and those results vary by location, device, wording and time. Nobody outside the search engine controls the final position. A provider can improve relevance, accessibility and evidence; they cannot reserve number one.

Use an initial review window to judge execution—not to demand a predetermined ranking date. Check whether access was organised, priority work shipped, decisions were explained and enquiry measurement improved. Those signals tell you whether the engagement can mature responsibly.
